The Bucks County Bar Association will host the Animal Law Classes and seminar, on December 7, 2016, beginning at 9:00 a.m.

Domestic Violence and Pets (9:00 a.m.-10:30 a.m.), led by Kristen Tullo, Pennsylvania State Director of the Humane Society of the United States (HSUS) and Rachel Haynes Pinsker, Esquire, Legal Services Manager with the Pennsylvania Coalition Against Domestic Violence. The discussion will focus on laws that protect domestic violence victims and their pets as well as the correlation between domestic violence and animal abuse.

Community Cat Management (10:30 a.m.-12:00 p.m.), led by Elissa B. Katz, Esquire, President of Humane PA PAC, member of the Pennsylvania State Council of the Humane Society of the United States, and active volunteer with the Northeast Animal Rescue.  Ms. Katz will discuss policies and legal issues/concerns related to feral cats in Pennsylvania and how to humanely manage community cats at the local level.

The conference concludes with Practical Approaches to Managing Free-Roaming Cat Overpopulation for Safe and Humane Communities (1:30 p.m.-3:30 p.m.), a free seminar led by Hetti Brown, Executive Director of the Delaware Division of Public Health/Office of Animal Welfare.  Ms. Brown will examine Delaware State’s approach to creating and implementing a statewide trap-neuter-return (TNR) program in an effort to humanely and effectively manage free-roaming cat populations.  Ms. Brown brings her extensive expertise and experience to lead a workshop outlining specific steps municipalities and cat welfare organizations can take to develop a county-wide TNR program across the County of Bucks.  Animal rescue and shelter staff and volunteers, humane officers, elected officials, municipal managers, municipal solicitors, police, and residents are encouraged to attend this seminar. All participating municipal staff will receive a copy of the HSUS “Managing Community Cats Guide for Municipal Leaders.” Please register for this free seminar with Karen Winkler at [email protected].
