Alaska Residents: Ask Your State Board of Game to Allow Trap-Neuter-Return

Starting on Friday, November 10, the Alaska Board of Game will hear testimony on Proposal 62, which would allow communities in the state to implement lifesaving Trap-Neuter-Return (TNR) programs. TNR is the only humane and effective approach to community cat populations.

This is a rare opportunity to strengthen TNR statewide, but we need you to voice your support.

There are two ways you can take action: Provide oral testimony at the meeting and submit a written comment.

How to Submit Oral Testimony

We need you to speak up at the Alaska Board of Game meeting. You must sign up at the meeting to present oral testimony. Sign up starts on Friday, November 10, at 8:30 a.m. and closes on Saturday, November 11, at 10:30 a.m. Testimonies begin on Friday, November 10, and continue through Sunday, November 12, as needed.

Tips for Oral Testimony

  • Your testimony should be short and clear—no more than five minutes.
  • Start by introducing yourself and stating where you live. Next, state your affiliations with any animal welfare organizations.
  • List three main reasons to support Proposal 62. Tell a short, relevant story about the work you do, why you care about community cats, and how TNR can benefit the cats and the community. End by summarizing your main points and thanking the Board of Game for listening.
  • Practice reading your testimony beforehand.
  • Dress professionally, unless you are with a large group wearing a matching article of clothing (like your organization’s t-shirt).

WHEN:  Sign up starts on Friday, November 10 at 8:30 a.m. Testimony will begin that day and continue as needed through Sunday, November 12.

DEADLINE: You must sign up no later than Saturday, November 11 at 10:30 a.m., if you wish to speak.

How to Submit Your Written Comment

Comments can only be submitted using the following methods:

  • By using our online form
  • By fax at 907-465-6094
  • In person, by delivering 20 hard copies to the meeting location starting on Friday, November 10, at 8:30 a.m.

Comments are limited to 10 single-sided or five double-sided pages per person or group.

To ensure your comment is considered, please submit it by noon on Sunday, November 12.

What to Include in Your Comment

Focus on sharing your personal experience with community cats. The most impactful comments are candid and provide a perspective that the Alaska Board of Game might not have heard otherwise.

Start your comment with the following statement:

 My name is [INSERT NAME] and I am writing this comment in support of PROPOSAL 62 – 5 AAC 92.029. Permit for possessing live game. This proposal will allow the release of sterilized, feral cats into the wild.

Next, consider the following questions as you write your comment:

  • How are you involved with community cats?
    • For example:  I volunteer with an organization that wants to do TNR.
  • Why do you believe TNR is the best approach to community cats?
    • For example: TNR benefits public health because community cats get rabies vaccinations, which they wouldn’t have received otherwise.
  • How will Alaskan communities benefit from TNR?
    • For example: Cat populations will stabilize and reduce in size.
  • Why should Alaska allow TNR?
    • For example: Alaska’s citizens deserve the opportunity to implement the only humane and effective approach to community cats.

Please keep your comment positive, truthful, and on topic. Use your comment to educate the Board of Game about how TNR will benefit Alaska’s citizens, neighborhoods, and community cats.
