| 5 © 2026 Alley Cat Allies. All rights reserved. Anti-Cruelty Action In 2025, Alley Cat Allies committed to expanding our anti-cruelty action to confront cases of cruelty and neglect against cats. Your support allows us to address cruelty on multiple fronts and set a high standard for how these cases are investigated and prosecuted. Our team includes seasoned experts in the investigation and prosecution of animal cruelty, and we’re advocating for and providing our own knowledge and training across the United States. Providing Expert Prosecution Support and Issuing Rewards Alley Cat Allies’ expert team takes on cruelty to cats on multiple fronts, including providing support in the prosecution of cases of cruelty to cats (learn more on page 16). But often, the initial hurdle is identifying a suspect at all. In 2025, our rewards led to successful arrests so justice can finally be served. IMPACT STORY: When Alley Cat Allies offered a $10,000 reward for prosecution and conviction in the case of a kitten strangled to death in San Antonio, the response from the public was swift and breathtaking. Within one week, we had a breakthrough—and a suspect was arrested. Now, Alley Cat Allies is offering expert support to the prosecution to seek justice for the kitten, pursuing jail time and a meaningful legal precedent. Supporting Victims of Cruelty with Medical Care Cats who are survivors of cruelty or neglect often need emergency veterinary care—and sometimes it is a matter of life or death. Alley Cat Allies provides access to this critical care, ensuring cats can recover in safety as we seek justice on their behalf. IMPACT STORY: Shadow is one of multiple cats shot with a dart this year, a horrifying trend Alley Cat Allies is exposing and addressing. When we learned that the terrified and confused kitten was stumbling around with a severely injured eye, we provided on-the-ground response expertise. Once Shadow was safe, we helped cover the costs of necessary surgery to remove his damaged eye so he could heal comfortably. Alley Cat Allies is also offering support to the prosecution in his case, where a suspect has been identified and charged. But amid our pursuit of justice, there is a bright spot: Shadow has fully recovered and has been adopted! SHADOW discovered with a dart in his eye. SHADOW recovering from lifesaving surgery. | 6 2025 Impact Report Rallying Compassionate Advocates to Speak Out We brought advocates together on the ground to rally for the strongest possible punishment in cases of cruelty to cats. And, through our Action Alerts, tens of thousands of calls for the humane treatment of cats went out to lawmakers and officials across the United States in 2025. Every day, Alley Cat Allies’ supporter base is growing—as is the power of our movement to protect cats and kittens. As of 2025, we are 1.7+ million supporters strong! ADVOCACY Educating Communities to Fight Cruelty Alley Cat Allies is committed to protecting cats from cruelty and ensuring cruelty cases are prosecuted to the fullest extent of the law. This year, our expert team trained over 480 law enforcement professionals across the country to investigate and successfully prosecute animal cruelty cases. The majority of law enforcement in the U.S. lack training or specialized knowledge to effectively handle animal cruelty cases. Alley Cat Allies’ expert team is working to change that. To further urge justices in the wake of cruelty cases, our team sent letters to communities across the United States calling for thorough investigation and vigorous prosecution to the fullest extent of the law. We made our voice, and yours, heard: All animal cruelty must be treated with the gravity fitting of the horrific crime. PEA, a community cat in Lebanon, Tennessee. IMPACT STORY: Elmo Alley Cat Allies is taking action to protect and seek justice for 22 cats and kittens who were the victims of cruelty and neglect in Mahoning County, Ohio. Elmo and Callie were among the cats rescued from inhumane conditions in a filthy home and treated for flea infestation, dermatitis, infection, and open sores. Alley Cat Allies helped to cover the costs of veterinary care for all 22 cats. We are supporting the investigation of this case and will provide expert prosecution support. IMPACT STORY: Mouch Alley Cat Allies is calling for the strongest possible penalty in the case of a cat breeder who is alleged to have severely neglected 77 cats, confining them in horrific conditions. The suspect, Trixxe McCowin, fled from animal cruelty charges related to the 2022 incident but has now been caught. Our expert team is providing support in the prosecution of the case to seek justice for the affected cats, like Mouch. He is now safe after receiving emergency veterinary care.

LULO Madrid, Spain Alley Cat Allies combines thought leadership on lifesaving policies and programs for cats with impactful, on-the-ground action for cats by advocates worldwide. In honor of Global Cat Day® and National Feral Cat Day® 2025, Alley Cat Allies’ annual days of action for cats, we truly went global. Our team members took to the ground in key cities in Spain to connect with local advocates, provide expertise and guidance, and meet the cats who are thriving in their outdoor homes. In Spain, caring for community cats isn’t just the work of a few dedicated advocates – it’s national law! Advocacy for Cats Knows No Borders IMPACT STORY: Bell Abandoning a cat is cruelty. Alley Cat Allies covered the costs of medical treatment for Bell, a sweet two-year-old tortoiseshell cat who was dumped in a cardboard box outside by her former owner. We helped ensure Bell received the care she needed to recover from her ordeal and start again. Furthermore, charges are being pursued against the person who abandoned her. We will remain involved in the case and provide our expert support.

Expanding Critical Programs to Save Cats’ Lives Provided 1.1+ Million Meals to Community Cats While people around the world settled in to enjoy the holidays, Alley Cat Allies was on the ground expanding our Cats Are Family, Too program! Starting in Granite Shoals, Texas, we’re working closely with organizations across the country to strategize and host no-cost food banks for cats. With a focus on providing wet food—ideal for cats’ nutrition—we’re giving caregivers the support they need to continue caring for cats they love. In a time when so many people face financial instability, Cats Are Family, Too, is alleviating some of the pressure. Nobody should have to choose between feeding their cats, who are their family, and feeding themselves. Because of you, we are Keeping Families Together. IMPACT STORY: Nearly 400 Cats Helped in Two Days in Canton, Ohio Alley Cat Allies’ Feline Frenzy brings together animal protection groups, veterinarians, caregivers, and community members to make a long-term positive impact for cats in target communities. And in Canton, Ohio, where caregivers often have to travel long distances for affordable veterinary care, our high-quality, high-volume Feline Frenzy TNR events were a true lifeline. IMPACT STORY: 6,000 Community Cats Provided TNR and Access to Care in Atlantic County, New Jersey Alley Cat Allies has worked across Atlantic County, New Jersey, for decades to protect community cats and create a blueprint that has guided TNR programs across the country. Our latest collaborative TNR project with the Humane Society of Atlantic County continues to have wide-reaching success. In the second half of 2025, we officially reached our 6,000th cat with low-cost veterinary care through this unique collaboration! And, through a first-of-its-kind community cat food bank in the county, we helped provide more than 60,000 meals to cats! Alley Cat Allies Community Cat Food Bank in Granite Shoals, Texas. CINDY before her spay through Alley Cat Allies’ Feline Frenzy in Canton, Ohio. Our first TNR event provided spay and neuter and medical care for 169 community cats in a single day. The second event reached 205 cats. Community cats like Tiffany and Cindy were spayed or neutered, vaccinated, eartipped, and microchipped—then returned to their outdoor homes to thrive.

| 10 2025 Impact Report Alley Cat Allies Rapid Response Team Los Angeles Wildfires 2025 Rapid Disaster Response to Save Cats Alley Cat Allies has decades of hands-on, in-the-field experience responding to and coordinating relief in the wake of disasters. And to say we hit the ground running in 2025 isn’t an exaggeration. HUMANE CARE, EDUCATION, AND OUTREACH RAVYN rescued after Central Texas flooding. IMPACT STORY: Los Angeles Wildfire Response When devastating fires tore through Los Angeles at the very beginning of the year, our Rapid Response Team was immediately on the scene to mobilize rescue from the burn zone and provide supplies and emergency medical care for cats in affected areas. Because of you, we could rush impacted cats like Socks, Candy, and Toulouse to veterinary treatment and, ultimately, to safety in foster and adoptive homes. IMPACT STORY: Central Texas Flood Response And during historic flooding in Central Texas in July of 2025, our team worked closely with local organizations to save cats from flood zones. Because of our dedicated donors, Alley Cat Allies Rapid Response Team jumped into action to ensure Wink, Cammy, Verano, and many more cats and kittens found safety, recovery, and a new beginning. Alley Cat Allies doesn’t let cats’ lives slip through the cracks of emergency response, and we stand ready to act when the next disaster strikes.

Veterinarians play a key role in every program that protects cats, and we’re committed to growing their education and awareness of issues affecting all cats—community cats included. We work closely with veterinary professionals, collaborating to save lives and providing our expertise and experience with difficult conditions like Feline Infectious Peritonitis (FIP). You can read just one of those stories on page 13! 100% of cats diagnosed with FIP in Alley Cat Allies’ care survived and thrived! FIP is nearly always fatal if untreated. Alley Cat Allies has expertise with the latest in FIP treatment and works closely with and educates veterinarians. That expertise saved the lives of cats like Chifileit! Firefighters brought Ash, Shay, Hal, Chase, and Charm safely down, and we ensured they received immediate veterinary care. All have since been adopted—and Shay went home with the same firefighter who rescued her!

Here are just three of those stories: RENO Before TALLULAH Before BEAN Before RENO After TALLULAH After BEAN After IMPACT STORY: Reno Reno’s recovery is almost miraculous, but it wasn’t fate that saved his life. Your steadfast support, and Alley Cat Allies’ quick action with veterinary allies, is why he’s still here today. When we first met Reno, he was barely clinging to life. A massive wound on the tiny kitten’s backside was severely infected and infested with maggots, and he needed emergency surgery to survive. But even when hope seemed lost, Reno pushed through every treatment. Slowly but surely, he transformed before our eyes…and what a transformation it is! IMPACT STORY: Tallulah No cat should ever be removed from the only home they’ve ever known and abandoned in an unfamiliar area. Not only did senior cat Tallulah have to endure that cruelty, she also suffered a leg injury so severe that only surgery could save her. Because of you, Alley Cat Allies could provide that critical care when it was needed most. Thankfully, Tallulah adjusted well to life on three legs even in her golden years. And despite all she’d been through, she kept her sweet personality. So it was no surprise when she quickly found a new family to adopt her! IMPACT STORY: Bean When an Alley Cat Allies team member found Bean cruelly abandoned on the side of the road, she rushed him to an emergency veterinarian. Though the young cat was emaciated and later suffered from a debilitating seizure, his fearless spirit saw him through it all. Alley Cat Allies’ expertise was the other lifesaving factor; we guided veterinarians to the right diagnosis of FIP! Under an 84-day FIP treatment course, Bean slowly regained strength, weight, and some of his vision. And today, Bean is happy, playful, and thriving with his best friend, Queenie. Even better: He’s found a home with the same team member who saved him that fateful day!

Since the U.S. National Park Service (NPS) announced a cruel plan to remove and kill community cats on San Juan’s famous Paseo del Morro, Alley Cat Allies... Protecting Puerto Rico’s Community Cats Alley Cat Allies will never back down when cats face cruelty, whether from an individual or a government entity. After our historic federal lawsuit halted its cruel and deadly removal plan, the NPS pivoted to a new scheme in December 2025. Under the guise of a construction project, the agency is denying caregivers access to large portions of the Paseo del Morro, where many of the cats’ feeding stations are located. Because the cats have long relied on food, water, and other care provided by caregivers, the motive seems clear: if the NPS can’t remove the cats, it’ll starve them out instead. This is a violation of several animal cruelty laws, and we won’t stand idly by. Alley Cat Allies is pursuing the issue as an emergency and filed a new lawsuit seeking an injunction and temporary restraining order against the NPS. With your support, we’re showing the world that a government cannot treat cats’ lives as disposable and go unchallenged. Filed a historic federal lawsuit to stop the NPS. | 16 2025 Impact Report Providing Expert Prosecution Support LAW AND POLICY Where advocacy and law and policy work intersect, wide-reaching change is possible. Our team includes experts in the investigation and prosecution of animal cruelty cases. And because of you, we don’t just fight—we win. In 2025, Alley Cat Allies provided expertise and support in more than 50 cases of cruelty to cats across the United States. IMPACT STORY: Victory: Justice for Juliet After Zhean Bai was arrested and prosecuted in Ohio for the deadly torture of Juliet the cat, Alley Cat Allies provided critical support to the prosecution through an expert opinion. Though the defense attempted to avoid a conviction and any jail time, we helped secure both on Juliet’s behalf. Bai served a jail sentence and was subsequently deported to his country of origin. Our victory sent a strong message: Juliet’s life mattered and always will, and so do the lives of all cats. Acts of cruelty will not go unpunished. Bringing Forward the 1st Comprehensive Statewide TNR Law In 2025, Alley Cat Allies drafted and named The Ash Law in Maryland—the first comprehensive statewide law to protect Trap-Neuter-Return (TNR)—and inspired sponsors to champion the legislation. The Ash Law establishes and protects TNR as the law of the land, provides descriptions that defend community cat caregivers, and prevents local jurisdictions from prohibiting or restricting TNR efforts. Other laws, like legislation passed in Texas, do not go far enough in TNR protections, as they can still be overwritten and negated by local laws. Right now, The Ash Law is being considered by the Maryland legislature. If it passes, Maryland will be at the forefront of the humane movement, and inspire communities across the United States to follow! The Story Behind The Ash Law Ash, a community cat, lived peacefully in Riverdale, Maryland, with her feline family. In 2016, when she was four years old, she gave birth to six kittens. But due to a single call to animal control, the entire little family was impounded. Ash spent her last day in a cage at a shelter. Within 24 hours, she and her newborn kittens were killed. Piluco, her colony member, avoided the same fate out of sheer luck. Instead, he was neutered, vaccinated, eartipped, and returned to his outdoor home through TNR policies. But Piluco’s TNR was carried out in a vacuum of official humane programs in his county. He is still here today DESPITE lethal policy that took the lives of so many cats like him—like Ash. While Ash’s story exposes the consequences of cruel policies that treat cats’ lives as disposable, Piluco’s illustrates what is possible when TNR is embraced. As of the creation of The Ash Law, Piluco is in his golden years at the age of 16, and spends peaceful hours in the same outdoor home he once shared with Ash. In their honor, Alley Cat Allies drafted, named, and found sponsors for The Ash Law, to ensure every community cat has a chance to live the full life he or she deserves.

| 18 2025 Impact Report LAW AND POLICY Florida Withdrew a Cruel Community Cat Feeding Ban Thanks to our action together, the Miami-Dade Board of County Commissioners heard the voice of the people! A proposed ordinance to criminalize the feeding of community cats was withdrawn after swift and intense backlash. Alley Cat Allies was instrumental in mobilizing people in the county and beyond in support of Miami-Dade’s cat community members. Without our outspoken advocacy, caregivers in the county would be facing fines upwards of $100 for simply caring for community cats. Three Cheers for TNR! In 2025, Alley Cat Allies represented cats and our supporters across the country by sending letters in support of positive TNR ordinances to the majority of U.S. states. After we spoke out, several communities passed laws and policies that champion TNR and protect cats as community members. Wins Against Cruel Cat Declawing In 2025, after Alley Cat Allies sent letters of support and rallied advocates, declawing bans passed in: Massachusetts Rhode Island California This is a major victory for cats throughout the states, ensuring they no longer suffer from a cruel procedure that can cause long-term mental, physical, and emotional harm.
